I'm having a brain fart...and having a hard time saying what i mean. What would you call a person who thinks that the government is lying a keeping secrets? It's on the tip of my tongue..am i getting my point across? Help! please

I would just say that he's def into conspiracy theories. I dont know what I would call him, maybe a paranoid conspiracy therorist.
