It is a software released by symatec for removal of spyware.I can give a few links that offer free virus and spyware removers...!You may be having a virus or spyware installed on your PC. Norton is an antivirus program to stop malicious software from affecting your computer. As long as your laptop has the power to run it (not much required) and is the right type of computer (software might be windows only) it will be easy to install it.
