oh probably from the US. we are idiots at times. mostly we do what will benefit us at the exact moment yet we do not think towards what negative affects that will be put upon the victims of the weapons we produce and sell. you should check out the Nicholas Cage movie "Lord of War" not exactly the same countries you are asking this question for but interesting movie all the same. in a vaque nutshell it is about the life of a bullet...

According to Iraqi documents, assistance in developing chemical weapons was obtained from firms in many countries, including the United States, West Germany, the United Kingdom, France and China.

Chemical weapons are rarely sold 'out of a barrel' as such and most of them are produced using a combination of pre-cursor ingredients which are mixed into something toxic.

Many of these ingredients were provided by the 'West' and frequently by companies with brand names that are well know to us as consumers. Whilst Governments and Businesses dealing with despot regimes cover their audit trails, they would have certainly be aware of the potential for use as chemical weapons. The US Government openly provided the Iraqi forces with technical know how with chemical weapons during this period.

The US Government strongly backed Saddam's regime with the Iran / Iraq war effort and provided financial support along with an extensive weapons program. Iran was largely backed by Syria and Russia. Another example of super power states fighting a war by proxy and letting other people do the dying on their behalf.
