Yes. In firered you'll need to beat the elite 4 first however. Afterwards, head to the islands and talk to celio on the first island and he'll give you the task of finding the ruby and sapphire plates. After you get them and give them to celio, you can trade between ruby, sapphire and emerald.

You can but in order to do this , you must get both Ruby and sapphire crystals in fire red and give them to Celio.
Ruby- Found inside mountain where moltres exists
Sapphire- In Island i think 6 or 7 you will find this mysterious place where there is lots of braille and the door is needed to be cut you will find the sapphire by falling into holes or whatever you call those , it will get taken away by a scientist and you have to fight all the team rockets and this scientist who is in the team rocket warehouse to get the sapphire.

even though i already answered this in your other question, i wanted to add, while in this question, that you only need to get the ruby and the sapphire in your fire-red game. there is no emerald.
both games need to beat the elite four though. if it was ruby or sapphire instead of emerald, you would only need to beat the elite four in fire and then do celio's quest

firered can trade to emerald after you complete the sevii islands quest and give the ruby and Sapphire to celio,for emerald you have to defeat the elite4 first then both games can trade
both games must defeat the elite4 to trade,for firered and leafgreen only you must complete the sevii island quest

Yeah, the purpose of FireRed and LeafGreen was to allow you to get all 386 pokemon, including Kanto ones.
