Deviant Art is the first place that comes to mind (because one of my daughters has a number of her cartoons on the site.) It's an online community specifically for artists, illustrators, photographers, and others who produce graphic arts of pretty much any kind:

Flickr is a photo-sharing site where you can post images, send URLs, and view other peoples' posted photos -- it's mostly a photo site, but there's no reason you couldn't put up a photo (or scan) of your comics.

Those two are free. You can also, of course, pay a few bucks a month to have your own Web site, with your own URL, but Deviant Art is an entire, existing Web community where you'll find friends, associates, coaches, mentors, and companions interested in the same kind of things that you are. Rated Highly Recommended for your intended use.

I know this is a bit technical but:

Make your own website or webpage, and scan your comics onto the computer. Here are two free sites that let you build a page or site:

www.freewebs.com
www.myspace.com

If that's too much, than Google up an Art or Anime or Comic Forum. Sorry, I know my help is useless. But I tried...

I'm totally guessing on this but I would say you probably would have to use a scaner to get it on to the computer and then just like continue on from there... sorry that it's not much help :[
