Sure, you hire a bunch of actors to make a new soundtrack and then dub it in the movie. Alternately, if it has subtitles, you could read them while you're recording a second copy of the movie. I've done this with a movie of photographs, but never a full motion picture.

If you managed to find the exact same version in English, you can dub that sound track over, but if you already found that version, you wouldn't need to!
