The down spouts have multiple bends. The house was built in 1950s, and the gutters have been painted a few times(can't take them apart). I was thinking a maybe a plumbing snake or something. Any ideas?

Turn your hose on full and spray along the gutters and down the down pipes

If they are plugged, use a plumbing snake. But get a professional to give them a good clean.

Instead of a snake I'd snake a water hose in.

use a water hose the pressure should get everything outta there
