For a great gaming machine you need about a $2000 budget Canadian. I have myself a $6500 PC not including the price of the monitor witch is was pretty cheep anyhow.
For a hardcore machine you will need a budget of 2500-3500 Canadian.
I suggest you grab a AMD processor at least a 2x 4200 AMD processor but you can get a better processor right now its no big deal a 4200 can really play anything on the market really well.
You will want 2GB of Ram 800Mhz is really good.
A hard drive of at least 200GB for the room you will need. I suggest you get a 10000RPM if you can.
The video cards will be the hardest to pick from mine cost about $3000 for the cards them selfs. I suggest a high end Geforce 8 series card.
And then you are going to want to get a case with room for extra fans and good airflow only cost around $150-$300.
You can get a better Heatsink for the CPU they sell some really good ones I suggest you talk it over with someone in a PC shop.
Get a 800+Watt PSU.

LOL. Don't listen to the morons that say get the fastest and most expensive cpu. Not enough brain cells to know its NOT the cpu that does games, its the VIDEO CARD. If you have no budget at all, by all means get the most expensive, if you're like most people that are on a budget, Get a decent dual cpu and spend most of the money on the video card.
1gb of memory is minimum, it would be of great benefit to get 2gb of memory (like gothic 3 actually requires 1.5gb of memory).
The case and power supply will be important as well. Cases that use 120mm for output on the case and power supply can help keep the hot air out of the computer.
Goto www.tomshardware.com, they have guides about building computers. Other sites do as well, just search the web for it.
and Note: Most games are single thread. That means only ONE cpu used. The duals still have their use in the field. One runs windows, while the other runs the games. Quad cpus are USELESS in games. It will be awhile before any game hits the market that can actually use multi cpus.

it is cheaper to build it yourself, but you have to make sure that all the parts are compatible with each other, when i was younger i used to build my own pcs, now that im older and i have a job, i just buy them to save me the hassle of configuring it and getting everything to work. for a gaming pc, processor, ram and graphics card are very important, fast hard drive will help too, but not as important as the previous 3 components. intel has the fastest cpus, so i would stick with that, obviously you cant use an amd processor with an intel mobo. always go with the quad, if you can afford it, go with the i7, otherwise the older core2quads would do. for 2000 you should be able to build a very nice system

this baby will cost at least 8 grand
also, add a dual stage phase changer for your 6800
and maybe a Cascade for your 8800 GTXs

for the best advice, go to your newstand/magazine rack in the atore and get a copy of maximum pc,or pc world.both review hardware,and will build systems regularly for testing.they can also give ya info on websites etc
