The attacking reagent is ammonia, :NH3, where : is the pair of nonbonding electrons on ammonia. H3N: attacks, the nonbonding electron pair leading first, forming a partial bond to the CH2 carbon. The CH2...I bond lengthens as the H3N...CH2 bond begins to form. Finally, the H3N-CH2- bond is fully formed, and I- is expelled.
