Because you need a reason to call him that is plausibly deniable. But he may be shy too so you might as well just call him. Ask him about his day and other casual, unimportant details without putting all the pressure on yourself to come up with a meaningful conversation. If you can think of it as 'just a call' and not some big deal, you should have no problem just doing it.

i say it is because when you are waiting for them to pick up the phone to answer you have about a million thing s running through your head and you have no idea what you are going to say when he does pick up the phone but u do want to hear his voice so i guess calling and just getting it over with is the best way. but thats just me.

Because they don't want to look desperate or too flirty. Maybe these reactions are caused by those "rules" people make and say it always does the trick. They want to be perfect but they just don't know how to be and they don't know which rule to follow because in my opinion, ALL DATING RULES ARE CONTRASTING.
