The answer is no. Did you know in China the law says you can only have one child. The end result, an extremely high rate in girls being aborted in China. Can you imagine if a permit was required to give birth. Well, if a permit is required, not only would the abortion rate shoot through the roof, but illegal underground adoption rings would sky rocket. And we haven't even talked about bribes for the permit and the legal loop holes to get around the permit.

Well, in my opinion, not necessarily. I think that many people could be born without consent and they could become great leaders, or very happy and successful people. And it was all for very little.
It also could be a very good thing because many people have children that aren't even cared for, or just because. It would limit the number of lives made for no reason.

Not in the long run. In the short run it would be an excellent way of boosting the economy, cutting crime and cutting public spending. However in the long run it would probably discourage creativity and progress. We need a few genius deviants and that means that some weirdos need to have kids.

NO-otherwise it would be a better place when you get married and get a license--wouldn't it???-but of course it's not----education from birth(not brainwashing) is the key to all our problems

Yes. Or possibly be required to take parenting classes and have to test for a license.
