You have a man walk a block ahead of you, and keep in touch with cell phone. He can check every intersection for you before you get there. Look, if you can't be bothered to drive like a human being, and treat red lights as more than an inconvenience, GET OFF THE ROAD! You are not qualified to drive. People like you make me sick. We had a girl in our office mad as hell because she got a ticket for going through a stop sign. She said 'there was nobody around, so it was okay!" I asked her how she got a ticket if nobody was around to see her. I asked her what she would have done if the "nobody" she didnt' see had been a child in the road instead of a big, hulking police car.

You can't. The cities, that I know of which use red light cameras, move them around.
I think a much more effective procedure would be to assume there is a red light camera at EACH traffic light.

Just cruise around town and set a reference point for every one you see. But it's bad BAD to plan on running red lights.
