I have no idea how to do these three problems from my daughter's homework.

Starvision means A ⋆ B ≔≔ C
28 ⋆ 3 ≔≔ 1
69 ⋆ 5 ≔≔ 4
74 ⋆ 8 ≔≔ 2

1) A ⋆ 6 ≔≔ 5 A = ?
2) 87 ⋆ B ≔≔ 6 B = ?
3)117 ⋆ 9 ≔≔ C C = ?

Any ideas?

I have never seen anything like this but I see the pattern.

It appears that when the 1st number is divided by the 2nd number, the remainder is the 3rd number.

Thus 28/3= 9 with a remainder of 1

So the answers to the three problems are:

1) A/6 gives a remainder of 5 , so A=11
2) 87/B gives a remainder of 6, so B = 9
3) 117/9 gives a remainder of 0, so C = 0.

I am going to guess that the second template really was
49 ⋆ 5 ≔≔ 4

If that is correct then a single box means subtract 9 times the number to the right of the box from the number to the left of the box. It also means that two boxes means "equals"
1) 6*9+5=59
A = 59
2) (87-6)/9=9
B=9
3) 117-(9*9)=36
C=36
