Well, check to see if your tail lights are visible within 500 feet, if not, then it will be considered illegal. If they are still visible over 500 feet, then you can use them. I don't see why it would be illegal if they can be seen from 500 feet away.

You've answered your own question. Some cops carry light meters and check how many lumens they put out. A certain reading means legal or illegal. They did this with my window tint and gave me a ticket.
