I am looking for a guide/outline so that I can write an operating procedures manual for a company. I basically want an outline of content so that I will know what to ask for.

if you're looking to write work instructions, go out to the people doing the jobs, take step by step notes on what they're doing, then write it up. (make sure they're all doing it the same way, otherwise you'll have to consolidate methods first)

It really depends on the job or process you're writing it about.

Generally, I break it down by priority areas, put in an introduction and add appendices as needed. I find it helpful to not only explain the steps of a processes but also the reasons behind them. This allows readers to understand the context of the process and makes it easier to alter it if needed.

You might try re-posting with some specifics and you might get more detailed suggestions.
