Ok there is this bum outside of my house right now. He wont leave and he wants my five dollar bill. should I give it to him to make him go away??

You should call the police.
Part of the problem with the feelings toward the police as Silverbla.. puts it "that is what they get paid for" is the wrong attitude because we as a society need to realize that part of the problem stems from our unwillingness to deal with problems we create in society.
In most cases the bum is only out for money to get alcohol. Call the police for your own safety.
What ever you do do not throw anything on or at him because you then become the attacker and can be arrested for assault.

um...., here in atlanta if they find the person begging for money when intoxicated he or she will go to jail. call the police and they will make sure he goes away or they will pick him up and get him into the jail. he can also be put in jail for harsment and for trespassing.so call 911.

Ask him what does he want and what right does he have to want your money. If he refuses to leave, get your dog( if you have one) to scare the wits out of him. Or threaten to call the police.
