Certified means anything that the dealer wants it to mean. It is a marketing tool to make you think that the certified vehicle is worth more money. Some manufacturers have certification programs where certain things are checked, and if they pass the inspection, the dealer can offer an extended warranty (which is in reality a service agreement)
A dealer can call any car certified. For example, I can have a certification program at my dealership where the inspection requirements are so easy that any car will pass, and call the car certified.
Have any used car you are going to purchase checked by your own qualified mechanic PRIOR to purchase. That is the only way you can be sure of the condition of the vehicle!!

A certified used vehicle has been completely inspected by a dealership mechanic and found to be problem free. The inspection includes engine, electrical, transmission, body, frame and a test drive to insure that everything in and on the vehicle is functional and trouble free. Depending on the year of the vehicle and the dealership they may offer a warranty on the vehicle also.

A certified used car USUALLY means it has been looked over very closely and things that were worn or broken have been fixed. They also USUALLY carry a better warranty and a regular used car often won't have one or a very minimal one. If you don't know a lot about cars, buying a certified used vehicle is a very good way to go.

Certified are used cars which have had full service, safety inspection check and long warranties they can almost if not match a brand new cars warranty.
They are usually used cars in exceptional condition to start with low milage.
You would obviously pay more for a certified used car compared to a regular one.

Certified cars are supposed to be the best of the used car crop. Best service history, pass a complete inspection, no major accident damage, and qualify for some warranty. You pay for this. Find a one owner private sale car, verify no accidents, run a carfax, pull records from a dealers service computer, pay an hour's mechanic time to look over and drive the car. Save thousands.

Somebody says the certified ones are okay. How good the certification is depends on who is doing the certifying, and in what country they are doing it.
