It wasn't a female singer, just a high tenor, Don McLean, that sang (and wrote) this song. It's actual name is "Vincent" and it was about Vincent van Gogh, who painted a picture he called "Starry Starry Night." Sadly, he committed suicide (Vincent not Don McLean).

Don McLean, a singer/songwriter who also wrote (Bye, Bye Miss) American Pie, wrote Vincent in 1971 after reading a book about the life of artist Vincent Van Gogh. The song more about Vincent Van Gogh in general.

Are you SURE it was a woman...lots of versions, but al by men (in my memory).
