Bobobo-Bo Bo-Bobo will have you rolling on the ground laughing, but there's next to no romance in that show. Excel Saga is just as funny as Bobobo, plus it's got some romance in it. Be warned about Excel Saga, though. You pretty much have to be at least thirteen or fourteen years old before you can watch that show.

may I recommend Sailor Moon
One of the most romantic, funny anime that also has a great storyline and some great transformation and fight sequences (also probably one of the most known anime) http://www.themanime.org/viewreview.php?id=801
