I found old film footage of the Beatles in the Abbey Studio around 1969. Ringo and George were singing fragments of Octopus's Garden while John played the drums. I just wanted to know if Ringo really wrote the song.

Ringo Starr = Richard Starkey

If you look at the writing credits you will see the name Starkey.

That's Ringo...

The story has it that George Harrison did lend much support, help, and inspiration to the writing of the song, but decided to allow Ringo the sole writing credits.

Yes he did.
Ringo is the credited writer of this. It's only his 2nd written song for the Beatles.

"Octopus's Garden" is a song written by Ringo Starr (with some help from George Harrison, although it is credited solely to Starr, as "Starkey").

Allmusic.com gives him sole credit for writing the song, so I suppose it is so.
