You will need to have a reference point of some sort, such as an external drive that the Drive to be formatted can see. You can reformat with a floppy disk, but the big question is how can you get the setup files to the drive?
So, if you have a second PC, you can try and connect the drive that way... but then, the only way I am aware of that will work is if the second PC acts as a server. It will be very easy to get a ghost image on to the drive if you have a network? However, your bootdisk will need network drivers. So basically, you would find it easier to use a CD drive somehow. Especially since CD drives are so cheap.

Unless you have access to an external USB CD-Rom, you cannot reformat, as all the files are on a CD.
With the price of a new drive being what they are, I'd suggest to get a new one, they are not hard to self install.

if your CD drive isn't working, check your not putting the IDE cable in upside down, it stops it working, make sure the jumpers on the back are configured correctly, if you can't get it to work, buy a new one you can do so for less than 20 dollors now, just a basic 1, hook it up 2 your mobo, and away you go

Use an old windows 98SE floppy boot disk with format.com on the floppy.
