I doubt soccer is Pakistan's number one sport. They seem to do well at hockey, very well at squash and okay at cricket.
The Asian section of the world cup has a very large amount of teams and relatively few qualifying places. There has never really been a Pakistani world soccer star or real international soccer achievement. Success breeds success and I'm afraid failure breeds failure.
However, with the increasing development of Pakistani and other Asian players, teams and leagues in England (The most famous league in the world) it might only be a matter of time before a British Pakistani (If that's not a contradiction in terms) plays for a Premiership side and this will have a galvanising effect on the countries footballing development.

I guess the FIFA is afraid cuz Pakistan is over by the middleast. So I guess they're scared cuz they think the Pakistani players may bring out weapons of mass destruction during a game or even bomb the stadium! It's cultural. Then again, maybe Pakistani players are put in qualifying matches with greater teams.

All countries with a football association are allowed to qualify for a world cup. All teams play qualifiers to get into the World cup. So if pakistan has a soccer team I'm sure it was involved in it's contintents qualifiers. Obviously didn't do well enough in the qualifiers.

FIFA doesn't encourage advancement of 'average' teams - such as Pakistan. But would you want to want to watch your national team in the farce that was last years World Cup. Decided by a penalty shoot-out - Joke! As was the whole 'Hollywood' tournament
I say encourage Pakistan predominantly stronger sports, Squash Cricket, Rugby Union
