I presume you meant on single yellow, parking bays and car parks.

Single yellow: no - standard rules for a Monday apply. Bank holidays not recognised.
Parking bays: will vary - some do and some don't - check the meter and see if public holidays are free. If they don't then you have to pay.
Car paks: probably not - again check the sign and see what it says.

It depends where you want to park it, but I think it is a bank holiday anyway so bank holiday parking will apply.

depends where you are...if youre in new york city yeah right

because:
1) you pay for parking all the time
2) you wont find parking
3) nyc is really busy during new years
