Each sticker denotes a play of recognition. The more key plays that a player makes, the more stickers he has.

As other have already said, these stickers are awarded by the team/coach for exceptional plays or performance on the field. Some schools do this, and others do not. Notre Dame, for example, will never place anything on their helmets, as they represent the golden dome, and should not be cluttered. Also, many schools say that football is a team sport, and that individual achievement should be downplayed. Other schools award these stickers to varying degree. Some may only award for incredible plays, and keep the number of stickers to a minimum, while others seem to dish them out like candy, for every tackle or touch of the ball.

The stickers are for making outstanding plays. Defense players get a lot of them for big play tackles.

They are for individual achievements. If a player gets a sack, or makes an inteception, or recovers a fumble, they get a sticker. Kinda like when your teacher would give you stars in grade school.
