Go to the layers window, and click on the layer that you want to move. Make sure the layer is visible (eye icon to the right of the layer's thumbnail) and that it's active (icon next to eye). Then on the right side of your screen will be the tools. Go to the very top right one, and that is the move tool. Then move your cursor over the layer and hold the left mouse button down and drag the layer to where you want it.

The first answer is close, but you don't have to click the move tool or anything like that. In the "Layers" window, just drag the layer to where you want it. To ensure that the "Layers" window is open, click "Window" from the top toolbar, and select "Layers". You will not be able to move the layer if it is locked. It is locked/unlocked via the Layers window. By the way, the "Tools" window is on the left side of the screen by default.
