4 and a half if you count the Y; 4 if you don't, but you count the two E's twice; or 3 if you count neither.

If you are talking about the whole phrase, it's 10 (o + a + y + o +e + i + y + i + e + a + e...Y's count as half each). If no Y's it's 9, and if you can only count each vowel once, there are only 4 (5 if you count the Y's with that).
