No. It is actually somewhat the other way. US wants to think it owns Europe and the rest of the world. Thats why there were problems when France did not want to support Iraq invasion. Thats why US felt justified in invading Iraq. Thats why US feels Iran or NKorea or any other country cannot have nukes. Thats why US feels no country can do anything in space that might be threatening. Unfortunately there are a couple of rouge countries like China (which is not easily yielding to US trade policies) or India (which became a nuclear power despite US "no"). But they will one day become American slaves.
