he had his ups and downs but is a really effective captain 100%.........he has taken the West Indies from a non-contender to a contender in the 2007 world cup after reaching the ICC Champions Trophy finals 2 times in a row and winning it all in 2004 and proving he has the skills including the whole team to win matches. So to answer your question, yes Brian Lara is an effective captain and look for the West Indies to be in the semi-finals of the 2007 Cricket World Cup.

West Indies team was considered to be a weak team when Lara took over captaincy of West indies Team. Under his captaincy, West Indies have grown up to a strong team. Hence Brian Lara is defenitely an effective and able captain beyond doubt.

Hmmmmmm............. its again party time for Brian Lara. He every now then disguises himself in and out of the team as well as the position. I don't think West Indies cricket board is trying something different to the world cup preparation inspite of pulling out of losess so far. Now he plays the role of the captian again and also might opt out before the world cup begins.........absolute non-sense move from the cricket board.
