uh.... kinda confused about the question...
I close my eye, and then pull the outer part of my eyelids away from my nose with my finger... that way it's all pulled straight... then I put the eyeliner on right above/ below my eye lashes...
I do the same thing for my other eye... Works for me.
As for the watermark... uh... I don't get what your asking, do you mean your tear duct?

Liquid eyeliner is a pain to use. Use the pencil type because you can even it off with a q-tip. Also once you put it on if you put a little eyeshadow that is the same color on top of it it will help stop it from smudging as the day goes by. I don't know what a watermark is.

Buy a soft eyeliner pencil. Never use the liquid kind...it is too harsh-looking. By soft, I mean the pencil will almost be like a liquid, but not. Now, do not use a heavy hand. Gently draw your liner on and when finished, you will want to kind of "smudge" the line with your fingertip or a Q-tip. This will make it look more natural. Watermark? I don't know where mine is either. If you figure it out, please let me know.

The waterline is the inside of your eyelid. If you take a pencil and draw a line inside of your eyelid (at the bottom) you will see the line transfer to the top (or vice versa). Use a well-sharpened pencil, and take your time applying it at first. You will get the hang of it. Just draw right along the edge of the line of your eye; inside. You can also use what is called a kohl pencil which is usually very deep and intense; and softer than some regular eyelining pencils. They come in many different colours.
I put my eyeliner on just under my natural lash line.

Appying it to the lids takes practice. A good type to use is a retractable pencil. Regular pencils sometimes scratch and I find the quality better. After a few hours, the regular pencil looks gray instead of black and does not stay on as long.

have you tryed liquid eye liner you need a steady hand for it but looks very neat and tidy if you do it right. you can also design with greater effect the style your going for rather than the pencil kind also won't tear and stretch your eyes as your doing it. you can use a thick or thin line depending on the effect your going for.

put just a little bit of eyeliner and then put and little bit of pink I eye showed on top of the eyeliner

the main keys are using the right color and putting it on thin, not thick!
pencils are good to start with but liquid is awesome they just take practice, practice, practice!!!

its best to use a pencil not liquid. liquid can get messy and be qutie a prob. practice.
