Is the water heater still in operation? If you can tilt it.. you can use a little CLR in a cup to try to disolve some of the lime.. otherwise.. you'll need to scrape little bits of it out using a piece of wire or something small but be careful not to scratch the valve or it will not close very good.

thing is full of calcium (hard white stuff) you can try to poke it but chances are you might be replacing the valve or the tank after messing with it. you can also unscrew the whole valve.. not just turn the knob.. the valve just screws in.. alot of times the calcium in the tank is keeping it from leaking.. if its pretty old.

open it and poke something thin and flexible in there till it breaks loose
