I just brought a new optical mouse and at times the pointer is hard to control and the pointer is all over the place. What the heck is wrong with it. I know it doesnt susposed to do that, what can I do to fix it or do I just take it back to the store?

You can change te mouse speed by going to the control panel and going to "printers and other hardware". Then click the mouse options and change the speed

It is possible that you got a defective mouse. If so, you might be able to return it to the store if you still have the receipt. The manufacturer might also have a warranty of their own.

That can happen if you're using the mouse on a glass or otherwise reflective surface.
