I have a cheap parts washer and I use the industrial degreaser you get at the parts store. I mix it 1 part cleaner to one part water. It wont foam up and it cleans pretty good. You can get a gallon for like 4 bucks.
mineral spirits shouldn't catch fire under normal circumstances, But it IS flammable.

Nearly all mineral spirits are flammable. Get an MSDS with whatever you use and make sure the flash point is over 100.
