What is this about? When someone looks at you for a minute, and looks away when you catch them, and two seconds later they're looking at you again?

It could mean they're just checking you out & not ready to actually talk or meet you. Some people just like to look. You could always just go introduce yourself & see what happens.

Well, it does mean they're curious. Or they've spotted something on you that they liked/didn't like.
