Not unless you first, transfer vhs footage to dvd via dvd recorder. Next, buy most any video editing software and you can do it on dvds!

Yes, but it's a pain in the ***. I've tried capture cards but they really suck. The simplest way is to simply use a DVD recorder to make a DVD, then you have to convert that DVD to mpeg2 (free, but slow pain in the ***), then you edit, render to mpeg2 (slow), and THEN you can create a DVD (slow). Getting it to an editable digital format is half the battle. For editing program, I like Sony Vegas.

There are some really good capture cards out there for capturing analog formats. I'd see if you can find a pinnacle DV 500 on Ebay. It works well enough for prosumer use (I used to use one before I got my Avid setup). Anything by Osprey is pretty good as well.
