Pretty much an arbitrary choice. In other parts of the world, the New Year begins on different dates. The Celtic New Year is celebrated on Hallowe'en, or perhaps vice versa would be more accurate. The Romans decided that January 1st should begin the year. That's why we call in "January," after the Roman god of beginnings and doorways, Janus.

Because of the Greogorian calendar ( the one we currently use) states a year consists of 365 days starting with the month January. A new year, was part of a phrase "A new Year's Start".
Imagine with monthes had started with 'zero' instead of one.
