It varies from state to state, believe it or not. In California, it is sexual harassment if a reasonable person would find it offensive or if a reasonable person would find it offensive to watch it happen to someone else. In this state, you can file a sexual harassment claim because you were subjected to someone else's abuse. In general, if no one is offended watching it, and your friend is not offended by your touch, it is not harassment. That being said, be careful... you have to conduct yourself in such a way that you would never be embarassed to see the story on 60 Minutes.

Umm... well, it depends. It depends on the reason why you are doing this. If you give this a sexual meaning, it could be harassment, especially if you do it more than it would be normal. of course that person doesn't mind, because you're friends, but if it were a stranger, they would mind.
Think that some people like being sexually harassed, so it is still harassment, even if it's not a bad thing to them. (I'm talking about some people, not your friend).
There is a middle to these extremes as well, in your case I think that it's sexual harassment only if one of you thinks of it that way.

No it is considered sexual harassment,especially on the job.Be careful.In some cases it may be considered sexual battery.I too have friends that I do that way but am very careful as to who I do this too and this is only a select few,we do each other and consider it fun.But legally it's harassment!!

It's not really harassment if they don't mind, but be careful who sees you...my son got suspended from school for 5 days for pinching his friend(girl) in the butt!!!!

It is only harassment if the person you are doing it to doesn't like it. No complaint = no problem.
Be careful. In today's politically correct nightmare of a world, anyone can change their mind and cause you unbelievable problems.

if your doing this in a work place and it shows u have this privilege in front of others that don't, u may be inviting more language changes and soon there will be no woman in the work place or it will be segregated, bosses really don't like to see their staff mingling at work it causes out of focus & out of job related concepts to deal with, when all they want is to keep the place running
