If you have a cute blouse underneath, it can be so cool. You need something kind of romantic to pull of the mens-wear type of look. Add a lot of jewelry(layers in silver and gold) Over a simple white rose cut tee shirt or a white frilly top. Heels pull it together perfectly. Marc Jacobs really has some nice choices. Just make sure it doesn't look hillbilly. You want classy and beyond-cool.

It's an interesting look. On some girls, it looks cute and a bit exotic; on others, it just looks mismatched. The kind of skirt and shirt can change the whole look, so it's hard to say just based on "suspenders and a skirt."

Drindl skirts traditionally have suspenders, which gives the wearer something of a "Heidi" look... very nice on nordic girls, can be eye-catching on other nationalities because it's so unexpected.

I've personally never have seen this or ever have done this...but I think suspenders attached to a skirt would look stupid.

No, unless you are on the cover of a magazine. I think it looks like the girl is trying to hard to be stylish. Most of the time, I don't think it works.
