Not, it is not safe unless you use the 'Uninstall Programs' feature. Don't try to delete files manually; you might end up with with dead links. That's not good!

YES. for WINDOWS Updates. I have not
completely removed the updates,
but moved them to a folder in E:/Wup uninstall.
Now contains 3449 files 232 folders 541/571MB .
Folders $NTServicePackuninstall*.* moved
WARNING : DO NOT. REMOVE/ DELETE/TRANSFER
folder $hf mig$.
In case you need these files for uninstall
you can transfer them back to Windows.
Or KEEP a copy in a CD.
to save Hard disk space.

FOR IE Updates : I have not tried . Located the thread and the answer given below:

You can delete these if you want, but once deleted you will not be able to uninstall any of the windows updates on your pc.
I would leave them alone personally in case you ever need to uninstall a ho tfix.
do NOT delete the $hf_mig$ folder though

Windows updates are issued in most cases to fix problems that were found, therefore any critical updates should not be removed.
Any so called optional updates you do not need to install unless you feel that they are of benefit.
I always recommend that the Windows Update be set to auto, so it will update your computer without needing to manually run the program.

Depends. If it is windows updates, or OS updates, do not delete them.
However, if it is something like IE7, then feel free to. Obviously, after time, you will need to upgrade, because standards change.

Not really, the updates keep your computer up to date with the latest security and virus protecting patches when they become available.
