Yes, if they are the stars ( royalties ) and their contracts call for it. Bit parts contracts do not call for it.

Yes, they get residuals. My daughter still gets paid everytime the Buffalo Dreams is aired. It's always nice to receive a surprise check in the mail.

Possibly, but it would vary by contract. I think most current contracts would include some type of royalty based on syndicated viewing.

Extras normally won't be, it will be in the contract
