What kind iof nonsense is this?
Midnight local time is when local people will mark the beginning of the new year.
In Australia, China, and other far east locations, midnight has passed, and people have drank their champagne toast, kissed their girl and went to bed already. It may not even be dark yet in California. (7:00 PM central time-ish)
