Yes, you can pickle peppers. They're yummy. And a peck is a unit of measurement. That's a lot of peppers.

Translation:
If Peter Piper picked about two gallons of peppers preserved in brine,
(this is strange because you wouldn't expect to find peppers already pickled but still on the plant...)
Then how many peppers preserved in brine did Mr. Piper pick?
(I'm not sure how many peppers it would take to fill two dry gallons, but the answer is a lot)

"A peck (DRY measurement) of pickled (preserved in LIQUID)" shows this sentence is nonsense. It is a tongue twister -- a contrived sentence which is difficult to say because of the constant repetition of a certain letter, or certain similar sounds.
Don't worry about what it means. Just have fun trying to say it quickly, or challenging your friends to say it quickly without stumbling over the words.

I have no idea what this means. But, it is used to entertain little kids. It's a tounge twister you see. It's just something to keep them busy with and make them laugh.
And yes you can pickle a pepper. Not like, the seasoning pepper that you grind up and sprinkle on what ever but like a red bell pepper. That kind of pepper. And I guess a "peck" refers to an amount specific to peppers like a "flock" of sheep.
