If you are talking about the USA, then the 1st actual location that will see the Sun is Cadillac Mountain, Maine.

The first major metropolitan area in the United States to see the Sun rise is Miami Beach, Florida at 7:07 EST, the same time as the sunrise at the summit of Katahdin Mountain, Maine. Here's the link:
