the constitution is the document which sets up the federal government and lays out who has what powers and does what jobs. The constitution can only be changed by amendments, and the first ten amendments, added in 1791, four years after the Constitution was created, were the Bill of Rights, which cover individual rights, the rights of the accused, the rights of the convicted, and further deliniates who has what powers.
