i see they sell alot on ebay ,,,some say they are unlocked,,what does that mean???? how do i go about getting them hooked up?

Unlocked means they are not bound to a specific service provider (Verizon, Cingular, etc.)
Buy an unlocked one or one that matches your existing service.
Put the SIM from your existing phone to the new phone and you are all done.

Unlocked means that the phone is able to use sim cards from other companies...not just the one it was specifically made for. The cannot be used with any company though. Verizon and Sprint do not use sim cards so an unlocked phone will not do you any good with those companies. I am not sure which other companies do not use sim cards though.

they are ready to use with the same provider that you have
or in other words provider-free
