If I run a wire from the battery to the fuel pump then I get fuel. Is there a fuse or some type of relay in the fuel system? The Killswitch is new also. I have no owners manuel and the book I found at the library has nothing on the electrical part of the fuel system. Any clues on how I might be able to fix this problem....

check for a fuel reset switch. also, get a manual from the auto supply for the vehicle (about $20) and check the elctrical diagrams for the fuse it goes through, as well as any links.
the most likely cause is in the wire. it may have a bare spot causing it to go to ground. it obviously works when power is supplied so it may not be getting power. you'l have to determine the cause. another solution is to add a switch in the circuit whichyou turn on from inside when you start the vehicle and turn off when you park it. it'sa simple fix, but will get it running until you can do a better repair, especially if you need to drive it and don't have a lot of time to find and fix the problem.

There is a fuel pump relay, that could be your problem. You should be able to search for info on the net. "95 windstar fuel pump relay" should get you a bunch of connections.

Look for the fuse box that has all the relays. The fuel pump relay is probably bad.

Did you change the gas filter? If this doesn't work, and you don't know why after changing the fuel pump it doesn't work, then get your vehicle to a mechanic. You will not throw away more money by continuing changing things, and your van will be good as new.

If you want, you can also buy a manual at a parts shop.

gas pump tension could be 40-40 5 PSI. without the high priced tester at your disposal this is impossible to attempt what your gas tension is. replace filter out first if it has not at present been replaced. in the previous installation a clean gas pump try for capacity to gas pump, capacity sign stops approximately 3 seconds after key became on so which you may choose somebody else to cycle key on.

it is the relay just like garacaius said . it should be located left side in engine compartment near firewall .
