Is there an adjusting screw or bolt on pulley? I have tried to move the idler pully by pressure but won't budge. Need 1st hand experience to answer.

If there is an adjuster bolt above the pulley,then you need to loosen the bolt in the center of the pulley first.Then turn the adjuster bolt CCW to loosen pulley.

on the car if its hittingthe belt and not moing thenyou may have to replace it if ts a loaded idler pully then its what you will have to do is replace it

Check at the alternator. Some foreign makes the adjustment is at the alternator.
