It is not the smell of ozone which has an acrid smell. The smell is petrichor which means "essence of rock". Volatiles from plants - oils, scents etc - are absorbed by rocks and clays in dry weather and are released when the ground is splashed by raindrops. I believe a company in Italy tried bottling it once as "earthscent".
There are some bacteria in soil called actenomycetes which have a strong smell which can contribute to the overall scent.

It depends on where it's raining; if it's close to a nuclear generator/reactor, it may be the smell of something radioactive.
