Do these two people know each other? Are they on a date, or do they both just happen to be standing in the same line at Starbucks?
If they're on a date, I'd say she's talking out of nervousness and the guy probably needs to help carry the conversation - perhaps by telling her more about himself. If he's into the whole "shoe collection" conversation, then by all means, he should start describing his own! Otherwise, change the subject and help her feel more comfortable so she doesn't babble about strange topics.

I seriously doubt they assume you have a foot fetish. If I was boring enough to drone on about something like shoes, I would probably do it because I'm a girl with nothing more important on her mind than her shoe collection. I certainly wouldn't expect it to be a turn on to you. If I was interested in someone rubbing my feet...well they'd have to be my boyfriend first and I'd probably just out and out ask them to. But yeah I definitely don't think girls talk about their shoes because they know you have a foot fetish. Most people DON'T have a foot fetish (not that there's anything wrong with that).

She sounds boring as hell. Why are you interested? Is she hot? IF by chance she's interested in you, then she's probably letting you know up front how high maintenance she is, cuz she needs to spend all of your money on shoes. If I were you, I'd stay away... unless it's some non-commitment type of fun.
