all websites show a question mark in place of the £ sign.for example, price is £3.99 my computer shows it like this ?3.99

Incorrect language packs cause question marks. If I try to view a site in Herbrew lettering, for example, most everything will show as a ?. If I add the Hebrew language pack, it will display correctly.

Two ways to get to the Language packs options. On IE, Tools, Internet Options, General Tab, Language button at bottom.
Or control panel and Languages. If you attempt to add new packs, then its automatically download from microsoft and pretty easy and straight forward. The Pound would seem like a common character (even though we don't use it in U.S.) but, explore the language packs and see if there are other English versions such as UK and install/add them by simply adding it in the menu. When you click OK to get out of the screen, then it will start downloading the pack and install automatically. You might want to reclose all web browsers and restart before you test it again.

try configuring the languge in control panel to english if you are in GB or american english if you are in US
or you could (if it's there) click on thr EN in your taskbar.
