That's called theft! Unless it's done by the government, which would then be called taxation or wealth re-distribution.
In essence, you would be punishing the rich for being successful, and rewarding the poor for doing nothing, which would only encourage them to be lazy in the future.
This is exactly why during the 70's, 80's and most of the 90's, we had whole families on welfare for decades.

Now there's a revolutionary idea! What would you take first? Rich people spend a lot of time and money to protect themselves from the poor. But, who's going to protect the poor from the rich? Not the police, for sure...

Is this not the land of oppurtunity? People who are poor are poor for a reason. We should help those who can't help themselves and support those who can. Nothing in life is free.
